JASANZ is pleased to launch the endorsed BuiltReady Scheme.

BuiltReady is a voluntary offsite modular component manufacturer certification scheme that has been designed to support innovative and efficient building methods, giving consumers more building choices and reduced building and consenting times and costs.

The scheme is owned by the Ministry of Business, Innovation and Employment (MBIE) in New Zealand and certifies modular component manufacturers (MCMs) that design and manufacture modular components.

BuiltReady is suitable for offsite manufacturers based in New Zealand and overseas that design (where relevant), manufacture, assemble, transport and install modular components.

BuiltReady scheme certification also has marketing advantages for MCMs as they will be listed on a publicly accessible register maintained by MBIE.

About the Scheme

BuiltReady is a voluntary certification scheme for modular component manufacturers which enables them to be certified and registered to produce modular building components.

Under this scheme, the entire prefabricated construction process from design (where relevant), manufacture, assembly, transportation, and installation on-site will be assessed and certified. Third party inspections, audits and post-certification surveillance by an accredited and registered modular component manufacturer certification body will ensure certified manufacturers are producing modular components that meet the requirements of the New Zealand Building Code.

Depending on how manufacturers meet specified certification and registration criteria, they may be certified to:

  • Manufacture Only
    modular building components to a Building Code compliant design that must be approved by a building consent authority through either a building consent application or a current national multiple-use approval (MultiProof)
  • Design and Manufacture
    modular building components to a Building Code compliant design that they have developed themselves.

A certified and registered manufacturer will be able to issue a certificate for a component detailing its compliance with the Building Code.

Building consent authorities will only inspect work that is not covered by a manufacturer’s certificate. Examples of such work are foundations and site work, or other parts of the building not covered by a manufacturer’s certificate. In some instances, the scheme transfers some responsibilities from a building consent authority to certified manufacturers

Applications Open

Applications are now open for certifiers and manufacturers.

Certifications Bodies

For existing accredited certification bodies, applications and application resources are available from the Shared CAB portal.  Training is free of charge and necessary in order to understand the scheme requirements, and therefore required prior to application.

Manufacturers

An MCM can apply for certification for manufacture of modular components, or for design and manufacture of modular components. There are different certification requirements identified for each. The MCMs issue first party declarations that the modular components that they design (if within their scope) and manufacture are compliant with the requirements in the New Zealand Building Code. These first party declarations are accepted by Building Consent Authorities (BCAs) as evidence of compliance. A modular component that has a certificate issued by an MCM must be accepted by BCAs as meeting the requirements of the New Zealand Building Code when used in accordance with details on the certificate.
