JASANZ Assessors

Assessors evaluate the process which ensures the technical competence and impartiality of conformity assessment bodies (CABs), against the accreditation criteria published by the Governing Board. This embraces all the activities of the CAB, from the impartiality of the Body through to the competence of its staff and the adequacy of its facilities. Evaluation also involves observation and discussions at all levels of management.

JASANZ Technical Experts

Technical experts provide specific technical advice to the JASANZ assessment team. Technical experts are subject matter experts associated with an industry sector or certification standard, having a number of years of experience in relevant industry sectors.

Contractor positions – Food & Biologicals Sector

Technical Expert – New Zealand Export Halal Scheme

Technical expert as Halal – Shariah Advisor, based in New Zealand

JASANZ is seeking the part-time assistance of a New Zealand based advisor in Shariah Law, preferably with awareness of Halal requirements and a background in food production or food processing, to assist with undertaking the accreditation of Approved Halal Certification Bodies for the Ministry of Primary Industry’s New Zealand Export Halal Scheme. The role involves advising JASANZ assessors in regard to any matters relating to Shariah law in the conduct of Halal audits and the approval of persons undertaking Halal food production.

Assessor Competency
Minimum eligibility

  • 6 months industry experience in one of the categories,
  • 5 audits / assessment in the category,
  • or combination of work and audit experience,
  • training in ISO/IEC 17021-1, NZEHS Scheme Rules, MPI Halal notices

Ideal competency (if any)
Halal Awareness training
FSMS approval for C0, CI, CIII and CIV

Minimum education:
A primary qualification, a degree or higher certificate in food technology or related science; or food production engineer or degree related to scheme coverage such as aquaculture or horticulture; and all of the following:

  • HACCP training
  • Lead auditor training
  • Food Fraud/Food Defense training
  • Food allergen training in cleaning/cross contamination and labelling
  • awareness of the relevant national food regulations of the jurisdiction in which audit is held

Assessor/Technical Expert – SQF Code Scheme

The scheme is based on the SQF Code maintained by the Safe Quality Food Institute, a division of the Food Marketing Institute. The HACCP-based Code helps suppliers in the food sector (including primary producers, food manufacturers, distributors, retailers, agents and exporters) to meet regulatory, food safety and commercial quality criteria.

  • SQF Primary Animal – veterinary or animal husbandry experience

Assessor/Technical Expert – FSSC 22000 scheme

The FSSC 22000 certification scheme was developed and is maintained by the Board of Stakeholders of the Foundation for Food Safety Certification, based in the Netherlands. The aim of the Foundation is to provide a certification scheme which has broad acceptance, through adding value to the relationship between the certified food organizations and those around it such as the government, customers and suppliers.

Minimum eligibility

  • 6 months industry experience in one of the categories,
  • 5 audits / assessment in the category
    • or combination of work and audit experience
  • training in ISO/IEC 17021-1, ISO 22000, ISO 22003-1 and PRPs

  • Category I – Manufacturing of packaging materials
  • Category H – Pest Control services / Cleaning Services
  • Category K – Production of processing aides or food additives

Assessor/Technical Expert – NZ Organics scheme

The New Zealand Ministry for Primary Industries (MPI) has an agreement with some countries to facilitate exports of organic products under its Official Organic Assurance Program (OOAP). Requirements are based on the Overseas Market Access Requirements (OMARs) for each market (country), usually resulting in export controls that are equivalent to the destination country’s own organic standard.

Assessor Competency
Minimum eligibility

  • 6 months industry experience in one of the categories,
  • 5 audits / assessment in the category
    • or combination of work and audit experience
  • Training in ISO/IEC 17021-1, National Standard for Organic and Biodynamics, and Administrative Arrangements.

Knowledge of New Zealand Official Organic Assurance Programme requirements

Minimum education:

Assessor/Technical Expert – BRCGS scheme

In response to industry needs, the BRC Food Technical Standard was developed in 1998 to evaluate manufacturers of retailers’ own-brand food products. This standard was adopted by other organisations in the sector in the UK and across the world.

Following the success and widespread use the Brand Reputation Compliance (BRC) Global Standards, the range of standards has been expanded beyond food safety to comprehensively cover various aspects of consumers goods, and collectively these make up the BRC Scheme. The follow list of BRC Global Standards are currently used for certification:

Eligibility

  • Lead Auditor or similar training relative to ISO 22301
  • Demonstrated understanding of the requirements of BCMS and related issues
  • Minimum five years direct involvement with or responsibility for a BCMA

Assessor/Technical Experts – Anti Bribery Management Systems Scheme

JASANZ is seeking Technical Experts for its Anti Bribery Management Systems Scheme (ABMS). This scheme is predicated on: https://www.iso.org/standard/65034.html

Eligibility

  • Lead Auditor or similar training relative to ISO 37001:2016 (Anti-bribery management systems)
  • Demonstrated understanding of the requirements of a ABMS and related issues
  • Demonstrated understanding of the ethical and operational challenges faced by large organizations relative to the deployment of an ABMS
  • Minimum five years direct involvement with or responsibility for an ABMS

Assessor/Technical Experts – Artificial Intelligence Management System (AMIS) Scheme

Assessor Competency

  • Lead Auditor and/or similar qualification from a recognized training provider or demonstrate knowledge of ISO/IEC 42001 and ISO/IEC 42006
  • Demonstrated conceptual understand of Ai
  • Demonstrated functional / operational understanding of Ai including key concepts such as ethical parameters.

 

Technical Expert Competency

  • Two years lived experience and/or specific knowledge of ISO/IEC 42001:2023 and ISO/IEC 42006:2025
  • Demonstrated conceptual understand of Ai
  • Demonstrated functional / operational understanding of Ai including key concepts such as ethical parameters.

Assessor/Technical Experts – Information Security Management Systems (ISMS) Scheme

Assessor Competency

  • Lead Auditor qualifications in ISMS (ISO/IEC 27001:2022) from a recognized training provider
  • At least five years auditing experience in ISMS
  • Demonstrated knowledge of ISMS security requirements including Annex A controls
  • Successful completion of JASANZ specified training courses relative to ISO/IEC 27006-1:2024
  •    Compliance with the competency requirements as listed in IAF document IAF MD13:2023 Knowledge Requirements for Accreditation Body Personnel for Information Security Management Systems (ISO/IEC 27001)

 

Technical Expert Competency

  • Minimum five years (lived experience) or direct involvement in and/or provable technical knowledge of ISMS systems
  • Knowledge of ISMS security requirements including Annex A controls
  • At least, five plus years broad and deep exposure to ISMS including demonstratable knowledge of ISO/IEC 27001 and ISO/IEC 27006 at both a functional and conceptual level.
  •    Compliance with the competency requirements as listed in IAF document IAF MD13:2023 Knowledge Requirements for Accreditation Body Personnel for Information Security Management Systems (ISO/IEC 27001)

Contractor Positions – Product Certification Sector

Technical Experts – CodeMark Australia (CMA) Scheme

Assessor Competency

  • Educational Background:
    Degree /diploma in engineering, architecture, construction management, or a related field.
  • Experience:
    -Relevant experience in the building product or construction sector, with an emphasis on product certification or building compliance.
    -Familiarity with certification standards such as ISO/IEC 17065 and ISO 9001.
    -Experience in working with building products, particularly in evaluating their conformity with Australian standards.
  • Technical Knowledge:
    -Comprehensive understanding of the CodeMark certification process and related Australian standards (e.g., AS/NZS, ISO/IEC 17065).
    -Familiarity with building materials, product development, and installation methods for construction-related products.
    -Expertise in reviewing technical documentation and compliance certificates in line with the Building Code of Australia (BCA).
  • Regulatory Knowledge:
    -Solid understanding of the Building Code of Australia (BCA) Volumes One and Two and relevant compliance frameworks.
    -Knowledge of key regulatory frameworks, including building safety, quality assurance, and certification standards.
    -Familiarity with environmental and safety requirements related to building products, and the regulatory oversight surrounding them.
  • Assessment Skills:
    -Strong skills in conducting detailed technical evaluations of building products and their compliance with the applicable standards.
    -Ability to prepare comprehensive assessment reports, documenting findings, and offering recommendations for improvement.

Technical Expert Competency

  • Educational Background:
    -Degree/diploma in engineering, architecture, construction management, or a related field.
    -Relevant certifications in product certification, building products, or construction management.
    Experience:
    -Minimum of 5 years of experience in building product evaluation, construction processes, or certification activities.
    -Proven expertise in evaluating and interpreting building products in compliance with Australian and/or international standards.
    -Familiarity with the National Construction Code (NCC)- Building Code of Australia: Volumes One and Two. Experience working with product certification schemes such as CodeMark or similar regulatory frameworks.
  • Technical Knowledge:
    -Comprehensive understanding of the CodeMark certification process and related Australian or international standards (e.g., AS/NZS, ISO/IEC 17065).
    -Familiarity with quality management systems (e.g., ISO 9001) or similar industry standards would be advantageous.
    -Expertise in evaluating construction materials and product testing methodologies.
    -Solid knowledge of building materials, their manufacturing processes, and relevant technologies including quality control and assurance practices.
    -Willingness to engage in self-training and utilize available training pathways (JASANZ Learning) to enhance relevant knowledge and skills.
  • Regulatory Knowledge:
    -In-depth knowledge of the National Construction Code (NCC) and Australian compliance frameworks.
    -Familiarity with key regulatory requirements, including safety, sustainability, and environmental standards for building products.
    -Understanding of certification-related manuals and processes relevant to the building sector.
  • Analytical Skills:
    -Strong analytical and problem-solving skills to assess product compliance with technical and regulatory standards.
    -Ability to evaluate and interpret technical documents such as test reports, design specifications, and conformity assessments.
    -Experience in performing technical reviews, audits, and evaluation of product conformity.

Technical Experts – ANZEx Scheme

Technical Expert Competency

  • Educational Background:
    Degree or diploma in engineering, materials science, or a related technical field relevant to explosion protection equipment.
    •    Advanced certifications in IECEx or international explosion protection standards are advantageous.
    Experience:
    •    Minimum of 5 years of experience in technical roles related to explosion protection equipment or hazardous area applications.
    •    In-depth knowledge of ANZEx certification requirements and ISO/IEC 80079-34, ISO/IEC 60079-0, IECEx OD 203 & IECEx OD 017 standards.
    •    Experience in research and development of Ex equipment or related safety devices.
    Technical Knowledge:
    •    Strong expertise in explosion protection techniques and equipment design principles.
    •    Proficient in evaluating technical documentation, including product design specifications and quality management systems.
    •    Familiarity with relevant testing standards and methodologies, along with experience in preparing Ex Test Reports.
    Regulatory Knowledge:
    •    Understanding of Australian and international regulatory frameworks governing explosion protection and hazardous materials.
    •    Familiarity with the documentation and procedural guidelines in IECEx OD 017 and ANZEx System Rules.
    •    Knowledge of the implications of changes in standards on product certification and compliance.
  • Analytical Skills:
    Ability to assess compliance with technical specifications and regulatory requirements for Ex equipment.
    •    Proficiency in assessing and interpreting technical documentation, such as product design specifications and quality assurance records.
    •    Proficiency in preparing detailed technical reports and recommendations based on assessments and evaluations.

Please note:

JASANZ contractor engagement is ad-hoc basis. The time commitment required of contractors varies greatly depending upon the contractors’ location, schemes for which they are approved, areas of specialisation, availability and customer requirements. Based upon these factors volumes of work can vary from anywhere between one or two days per year to regular engagements.

JASANZ will not be able to progress applications where a known conflict of interest exists with JASANZ accredited CABs and/or CAB’s certified organisations, especially if the applicant works or has worked for a number of JASANZ accredited CABs.
